In the case of the Great Moments in History exhibition, builders' sand was quarried from the Graham Quarries in Langwarren, which accounts for its orangey colour. I thoroughly recommend a visit to the Great Moments in History exhibition in Frankston.

The Sand Sculpting event used to be held in Frankston, one of the districts of Melbourne. In 2018, it moved to the Boneo Maze, about an hour drive from Melbourne.
